    Open Photoshop.

    Click "File," "Open." Double-click the image that you want to make glow. This will load the picture into Photoshop.

    Click the "Selector" tool (it's a square made from dashes). Right-click the picture that you just opened and select "Duplicate Layer." Click the "OK" button when a pop-up dialog box appears, notifying you that you're creating a layer. The bottom-right corner of your screen should now have "Layer 1" and "Layer 1 Copy" displayed under the "Layers" tab.

    Click "Filter" from the toolbar menu. Select "Blur," "Guassian Blur." The radius will be set to 1.5 by default. Change this setting by sliding the arrow over until your picture becomes blurred, but the shapes of the figures in the picture still maintain their basic form.

    Navigate to the "Layers" tab in the bottom-right corner of the Photoshop window. Touch the "Layer 1 Copy" icon to highlight it. Click the downward arrow button that says "Normal." Select "Overlay" from the drop-down menu options. Your picture should now have a glow effect to it. Compare it with the original photo to see the difference.
